Officials said the summons took place on Friday and was carried out on instructions from the Foreign Secretary.
A spokesperson for the FCDO said Britain had made clear it would not accept any foreign attempts to intimidate, harass, or harm individuals or communities within the country, describing the actions in question as a serious violation of UK sovereignty.
The spokesperson added that the government would continue to use all available legal and diplomatic tools to protect national security and respond to actions it believes undermine safety and democratic principles.
The summons comes after the conclusion of a legal case involving three men convicted under national security legislation in relation to activities connected to Hong Kong authorities.
British officials stated that they would continue monitoring and responding to foreign interference concerns as part of their broader security policy approach.
